About the Project
Built for Hampstead. Built to Last.
Cypress Oaks Village was born from a simple belief — that Hampstead deserves a place where the community can gather, local businesses can thrive, and the natural beauty of the land is something to build around, not bulldoze.

The Vision
A Destination Rooted in the Land
It started with the trees. When David McLean first walked this tract on Highway 17, he wasn't thinking about square footage or lease rates. He was standing among cypress trees and live oaks that had been there for generations — and he knew immediately that whatever was built here had to honor them.
Hampstead has grown fast. But the retail options haven't kept pace. There's no shortage of strip malls and chain-anchored centers — what's been missing is a true destination. A place with character. A place where a coffee shop, a boutique, a salon, and a great restaurant can all exist side by side and create something worth driving to.
That's what Cypress Oaks Village is. Not just a shopping center — a gathering place for the community, designed from the ground up to give local small businesses the best possible environment to succeed. And it's been a collaborative effort from day one — from securing the land to building the team to breaking ground.
The Team
People Who Know This Place
This project has been a collaborative effort from the very beginning — and the team behind it reflects that. Every person involved has deep roots in this community and a shared belief in what Hampstead deserves.
David McLean
Developer & Founder
NCDM Enterprises, Inc.
David has called Hampstead home for 28 years, arriving after attending UNCW and never leaving. Over that time he's built a track record across residential and commercial development in southeastern North Carolina — but Cypress Oaks Village is something different. When he found this tract and walked among its cypress trees and live oaks, the vision was immediate: a destination that preserved the land's natural beauty and gave local small businesses a place to truly thrive. This project is personal.
Greg Taylor
General Contractor
TMC Taylor Construction
Greg Taylor is one of the most respected builders in southeastern North Carolina. Since founding TMC Taylor Construction in Wilmington in 1985, he has completed more than 3,000 commercial and industrial projects across the region. His deep roots in the local construction industry — and his reputation for doing things right — make him the ideal partner to bring Cypress Oaks Village to life.
Dawn Berard
Leasing & Real Estate Broker
Sold Buy the Sea Realty
Dawn Berard has been part of Cypress Oaks Village since the very beginning — helping secure the land and building the team that will market, lease, and manage these units. As co-owner of Sold Buy the Sea Realty, with offices in both Wilmington and Hampstead, Dawn brings deep local knowledge and a genuine commitment to the community she serves. Her focus on local business, her understanding of what Hampstead needs, and her hands-on approach make her the right person to connect the right tenants with this space.
Why Hampstead
The Community Came First
Hampstead sits at the gateway between Wilmington and the Crystal Coast — one of the fastest-growing communities in North Carolina. Families are moving here. Businesses are following. But the retail landscape hasn't caught up. Cypress Oaks Village isn't a response to a market opportunity. It's a response to what the community actually needs: a beautiful, walkable destination with local character, green spaces, and businesses that reflect the people who live here.
Designed around the existing cypress trees and live oaks on the property
Green spaces and shaded walkways woven throughout the center
Curated tenant mix focused on local, independent businesses
A gathering place — not just a place to shop
Be Part of the Village
We're looking for local businesses that share our vision for what Hampstead deserves. If that sounds like you, we'd love to talk.
